ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR TARIFF REORIENTATION CAMPAIGN.

The Federal Government of Nigeria has applied for financing from the World Bank through the International Bank for Reconstruction and Development (IBRD) toward the cost of the Distribution Sector Recovery Program (DISREP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:
• Develop an Integrated Communications Strategy
• Content Creation & Media Production
• Public & Stakeholder Engagement
• Polling & Surveys
• Data Analysis & Advisory
• Coordination & Reporting

The approximate effort level for the assignment is Twelve (12) Calendar months.

The Transmission Company of Nigeria-Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
• Expertise: Proven skills in public relations, behaviour change communication, and stakeholder engagement, with a focus on large-scale awareness campaigns. A strong track record of successful campaigns in Nigeria or similar (sub-Saharan Africa) markets.
• Experience: A track record of successful campaigns in Nigeria or similar emerging markets, demonstrating an understanding of local dynamics.
• Technical Capabilities: Proficiency in survey design, statistical analysis, and data visualization to deliver actionable insights from public perception surveys.
• Local Knowledge: Familiarity with Nigeria’s socio-political and socio-economic environment, media landscape, and energy sector challenges, ensuring culturally sensitive and effective strategies.
• Team Resources: Ability to deploy a multidisciplinary team capable of managing media production, event logistics, and digital campaigns concurrently.
